How it works

  1. A ring of cells. The cells are arranged in a circle, each open to view from front to back and lit from behind, so a silhouette is visible from the center.

  2. A tower in the middle. The guard is inside it, with windows and lighting arranged so that people in the cells cannot see him.

  3. Uncertainty. The prisoner does not know whether anyone is watching right now, so they have to assume that someone is.

  4. Efficiency. This was the author's main point: one person could watch many people, while everyone's behavior changed.

The fourth point was the author's main argument. He presented the design as practical and inexpensive, and considered it applicable not only to prisons but also to schools, factories, and hospitals.

Few actual prisons were built according to this design, and they did not work as intended. The idea proved more influential than the buildings: as an architectural solution, it barely caught on.

Why people still talk about it

Two hundred years later, a philosopher used this design as an image of modern society. The point is not the tower but the transfer of control inward: a person who does not know whether they are being watched starts monitoring themselves, and the external guard is no longer needed.

That is why the image is so common in discussions of cameras, algorithms, and digital footprints. The mechanics are similar: you do not know whether anyone is watching right now, and that changes behavior regardless of the answer.

There is also an important difference from the original design. In the modern version, surveillance is often completely invisible, with no tower or sense of being watched, so behavior changes in people who are aware of it, but not in everyone else.

It is worth being careful with the metaphor, too. It explains one mechanism, not everything: comparing every surveillance system to a prison means losing the distinctions that matter most.
